Yemen goes under the ottoman rule after 1517. Since then, Yemen was composing southern territory of the State. At the same time, it was the southern policy of the Ottoman Empire. Strategically important, this region has taken place in various states eastern policies. In particular, when England turns its politics toward Yemen, the fight for dominance and profit begins in this region. The Ottoman State, on the other hand, tries to enforce its dominance. Especially in recent years of its rule, the state looks for ways to strengthen its institutions administratively. The state takes up a new policy of controlling its institutions to consolidate the sovereignty. Ali Emirî Efendi, as a policy of the state, has been to Yemen to investigate these institutions. His proposal about this region is realistic and worth attention.

1517'den sonra Yemen, Osmanlı idaresine geçmiştir. Bu tarihten sonra Devletin güney topraklarını oluşturmaktaydı. Aynı zamanda Osmanlı Devleti'nin güney politikasını da belirliyordu. Stratejik açıdan önem arz eden bu bölge, çeşitli devletlerin de doğu siyasetlerinde yer bulmuştur. Özellikle İngiltere'nin Yemen bölgesine yönelmesinin ardından bu coğrafyada çıkar ve hâkimiyet mücadelesi başlamıştır. Osmanlı Devleti ise hâkimiyetini güçlendirmenin gayreti içerisinde olmuştur. Özellikle de son yıllarda idari olarak kurumlarını güçlendirmenin yollarını aramıştır. Hâkimiyetini pekiştirmek için kurduğu kurumları denetleme yoluna gitmiştir. Ali Emirî Efendi de, devlet politikası gereği, bu kurumları denetlemek için Yemen'de bulunmuştur. Bu bölge hakkındaki önerisi ise gerçekçi ve dikkate şayandır.
