In 1980s, there were significant thought shifts in cultural, economical, social and political areas. These changes have raised the question if different applications can be used in education system. In addition to this, by transferring the state's commercial activities to the private sector, people started to discuss if it is possible to transfer educational activities to private sector. The purpose of this study is to handle the concept of privatization which has been widely used in various countries, to examine the relationship between privatization and financing education, to look through the examples of privatization of education in different countries. Education, whose input and output is human, is an important branch of service. Training well-equipped individuals will raise the welfare of society. Better training of individuals depends on effective performance of the schools within the education system. This study includes a general framework about the application of privatization in education in different countires, the place of state and private sector in financing education. Also it has opinions from supporters and opponents of privatization. Increasing the participation of private sector in education, which is one of the key issues in the society, may ease the burden on the state. The important point here is that operation of the private sector should not harm the social justice in the society and quality in the education sysytem. A great number of universities from America, United Kingdom, Japan, where private sector is very active in education, took place in the top 100 universities in the world. In the same top 100 universities list there is no university from Turkey. This fact shows the necessity of new reforms in Turkish education system. Privatization in education can be considered as an alternative way to solve the quality problems of our schools.

1980’li yıllar pek çok ülkede kültürel, ekonomik, sosyal yaşam ile politika alanında önemli düşünce değişimlerin meydana geldiği bir dönem olmuştur. Bu değişimler toplumun hayatında önemli bir yere sahip olan eğitim sisteminde de değişik uygulamaların uygulanıp uygulanamayacağı sorusunu gündeme getirmiştir. Bu çalışma ile ekonomi alanında pek çok ülkede yaygın bir şekilde kullanılan özelleştirme kavramını ele almak, eğitimde özelleştirme ve finansman ilişkisini incelemek, eğitimde özelleştirmenin dünyadaki örneklerine göz atmak amaçlanmıştır. Eğitim insana yatırım yapan ve çıktısı yine insan olan önemli bir hizmet koludur. Devletin iyi eğitimli bireyler yetiştirmesi toplumun kalkınmasını sağlayacaktır. Bireylerin iyi yetiştirilmesi işi eğitim sistemi içinde faaliyet gösteren okulların etkili performanslarına bağlıdır. Bu çalışmada eğitimde özelleştirme uygulamalarının değişik ülkelerde gerçekleşme biçimine, eğitimin finansmanında devletin ve özel sektörün konumuna, eğitimde özelleştirmeyi destekleyenlerin ve karşı çıkanların görüşlerine yer verilmiştir. Eğitim gibi önemli bir konuda özel sektörün etkinliğini artırması devletin yükünü hafifletebilir. Burada dikkat edilecek husus özel kesimin daha fazla eğitim alanında faaliyet göstermesini sağlarken, eğitim kalitesinden ödün vermeden, toplumdaki sosyal adalet duygusunu incitmeden adımlar atabilmektir. Dünyadaki en iyi yüz üniversite sıralamasında özelleştirme uygulamalarının büyük ölçüde uygulandığı Amerika, İngiltere, Japonya gibi ülkelerden pek çok üniversitenin bulunması dikkat çekici bir durumdur. Aynı listeye Türkiye’den hiçbir üniversitenin girememiş olması da eğitim sisteminin yapısında yeniden yapılanmanın ne kadar büyük bir ihtiyaç olduğunu göstermektedir. Bu bağlamda özelleştirme eğitimde ülkemiz okullarının yaşadığı nitelik sorununa alternatif bir çözüm yolu geliştirmeye yardımcı olabilir.
