Abstract (2. Language):
This article covers the donations made by the Tatars, the all-around
leaders of Russia Turks, to the injured and sick soldiers of the Ottoman army
fighting the Balkan Wars, the civilian population that became needy during the
wartime, and the difficulties they faced within this process. Instances that
demonstrate the presence of the sensitivity of the Tatar public opinion
towards the Ottoman State even at earlier periods were included. It is
emphasized that the solution enabling the collecting of donations was reached
with the suggestion of the Petersburg Ambassador of the Ottoman State. It
was determined that the Ottoman Consulates in Russia, particularly the
Consulates in Novorossiysk, Sevastopol, Petersburg, Baku, Rostov, Batumi,
Tbilisi, Odessa and Moscow were prominent in these aid activities.

Bu makalede Rusya Türkleri’nin her alanda öncüsü olan Tatarlar’ın Balkan
savaşları sırasında Osmanlı ordusunun yaralı ve hasta askerleri ile yardıma
muhtaç duruma düşmüş sivil halkı için giriştiği bağış faaliyetleri ve bu süreçte
karşılaştıkları güçlükler ele alınmıştır. Osmanlı Devleti’ne yönelik duyarlılığının
daha önceki devirlerde de Tatar kamuoyunda var olduğunu gösteren örneklere
yer verilmiştir. Bağış toplanmasını mümkün kılan çözüm yoluna Osmanlı Devleti’nin
Petersburg Büyükelçisinin teklifi ile ulaşıldığı vurgulanmıştır. Osmanlı
Devleti’nin Rusya’daki Novorossiyski, Sivastopol, Petersburg, Bakü, Rostov,
Batum, Tiflis, Odesa, Moskova konsolosluklarının bu yardım faaliyetlerinde öne
çıkan yerler olduğu tespiti yapılmıştır.
