Abstract (2. Language): 
It can be indicated that Knowledge-Based Economy depends on efficient National Innovation System. Small and Medium-Sized Enterprises (SMEs) have a significant role in this National Innovation System. Thus, it can be argue that policies relating to improvement of SMEs are significant tools in order to make innovation system strong. The basic aim of this study is to analyse the interaction between SMEs and National Innovation System. In this framework, we will analyse the relations between the dynamics of National Innovation System and some properties of SMEs like flexible structure of production, powerful economic potential and enterprises spirit. In conclusion, it can be indicated that there are a lot of significant functions of SMEs in National Innovation System. From this point, applications towards improving the disadvantages of SME's mean an important factor determining the options concerning the Innovation Policies. Innovation Policies based on improving SMEs, generally, consist of improving the financial resources, information networks and employment quality of these enterprises.

Bilgiye Dayalı Yeni Ekonomilerin (Knowledge-Based Economy) etkin işleyen ulusal inovasyon sistemlerine dayalı oldukları gözlemlenmektedir. Söz konusu inovasyon sistemleri içerisinde ise Küçük ve Orta Ölçekli İşletmeler (KOBİ'lcr) önemli role sahiptir. Böylece inovasyon süreçlerinin geliştirilmesine yönelik politikalar çerçevesinde KOBİ'lere yönelik uygulamalar önemli bir araç olmaktadır. Çalışmamızın temel amacı, Ulusal İnovasyon Sistemi ile KOBİ'lcr arasındaki etkileşimi analiz etmektir. Bu çerçevede, KOBİ'lcrin esnek üretim yapısı, müşteriye yakınlıkları, ekonomik potansiyellerinin ve girişimcilik ruhlarının güçlü olması gibi özellikleri ile inovasyon sisteminin dinamikleri arasındaki ilişkileri inceleyeceği/.. Sonuçta inovasyon sistemi içerisinde KOBÎ'lerin oldukça önemli fonksiyonlarının olduğu belirlenmektedir. Bu bağlamda, KOBİ'lcrin zayıf yönlerini geliştirmeye yönelik uygulamalar inovasyon politikası seçeneklerinin önemli birer unsuru olmaktadır. KOBİ Merkezli İnovasyon Politikaları çerçevesinde oluşturulabilecek bu unsurlar ise, esas olarak, söz konusu işletmelerin finansman imkanlarını, bilgi iletişim ağlarını ve istihdam niteliklerini geliştirmeye yönelik uygulamaları kapsamaktadır.
