Abstract (2. Language):
In this work the evaluation of the progress of vocational schools of higher education,
the Association of Higher Education (YÖK)/industrial education project of the
Bank of the World and the students’ transfer with no exams to the vocational schools of
higher education are studied on. The quota of these above mentioned schools is observed
not to have been filled via this system, and the students transferred from vocational
and technical schools in secondary education are observed to be insufficient and
reluctant.
It is suggested that governing statute of vocational and technical schools in
secondary education should be revised.

Bu çalışmada, meslek yüksek okullarının gelişimi, YÖK/Dünya Bankası Endüstriyel
Eğitim Projesi, MYO’larına sınavsız geçiş ve sınavsız geçişin değerlendirilmesi
üzerinde durulmuştur. Sınavsız geçişle MYO’larının kontenjanlarının dolmadığı Mesleki
ve Teknik Ortaöğretimden sınavsız geçiş yapan öğrencilerin yetersiz ve isteksiz
olduğu anlaşılmıştır.
Mesleki ve Teknik Ortaöğretim yönetmeliklerinin ve sınavsız geçişin yeniden
gözden geçirilmesi önerilmiştir.
