MACROECONOMIC PERFORMANCE MEASURING IN SELECTED EUROPEAN COUNTRIES: AN EXAMINATION WITH CHANCE CONSTRAINED DATA ENVELOPMENT ANALYSIS

Data envelopment analysis (DEA) that can also be used to measure the efficiency of countries, is a multi-criteria decision making method which can be utilized to measure the efficiency of homogenous decision making units (DMUs) producing same outputs using same inputs. Although the DEA models had been deterministic in nature, in the subsequent years after the origin of the method stochastic DEA models were introduced, which enable the inclusion of a variety of uncertainties in the production process and possible measurement errors related to the variables used in the model. In this study the efficiency scores presenting the macroeconomic performance of 13 European countries had been calculated by using the chance constrained DEA (CCDEA) model, is one of the stochastic DEA models in the literature, and the results had been compared with the results of the deterministic DEA model. The obtained results had indicated that the efficiency scores had been increasing as the stochastic variability increased and depending on this the number of efficient countries had showed increase. It is determined that there was also statistically significant difference among the results obtained through the deterministic and chance constrained DEA models.

Ülkelerin etkinliklerinin ölçülmesinde de kullanılan veri zarflama analizi (VZA), aynı girdileri kullanarak aynı çıktıları üreten ve homojen olan karar verme birimlerinin (KVB) etkinliklerinin ölçülmesinde faydalanılabilen çok kriterli bir karar verme yöntemidir. VZA modelleri ilk çıkışı itibariyle deterministik olmasına karşın sonraki yıllarda, üretim sürecindeki çeşitli belirsizliklerin ya da modelde kullanılan değişkenlerin ölçümünde ortaya çıkabilecek hataların da analizlere dahil edilmesini olanak sağlayacak şekilde stokastik VZA modelleri de ortaya konmuştur. Çalışmada literatürde yer alan stokastik VZA modellerinden biri olan şans kısıtlı VZA (CCDEA) modeli kullanılarak 13 Avrupa ülkesinin makroekonomik performanslarını ortaya koyan etkinlik değerleri hesaplanmış ve elde edilen sonuçlar deterministik VZA modelinin sonuçlarıyla karşılaştırılmıştır. Elde edilen sonuçlar, stokastik değişkenlik arttıkça etkinlik skorlarının da arttığını ve etkin olan ülke sayısının da buna bağlı olarak artış gösterdiğini ortaya koymuştur. Deterministik model ve şans kısıtlı VZA modeliyle elde edilen sonuçlar arasında istatistiksel olarak da anlamlı farklılık olduğu belirlenmiştir.
