COMPARISON OF CARBON TAX WITH CARBON TRADING PERMITS

In the study, in order to reduce the emissions of carbon dioxide and other gases causing greenhouse effect the carbon tax which is used in many developed countries is compared with carbon trading methods, and in the light of the data attained through the application it is tried to determine which method is more effective. In the study it is observed that carbon tax and carbon trading are not alternative applications of each other but instead they are complementary policies. Carbon tax is an application that compensates the marginal cost that emerged due to the negative externality of greenhouse gases. On the contrary, carbon trade is a technical application that set an upper limit to carbon emissions and reduces its total amount. However neither carbon tax nor tradable permits are solely sufficient measures of decreasing carbon emissions. Besides carbon tax and tradable permits, some complementary policies such as environmental tax regulations and incentives are also required in order to reduce emissions.

Bu çalışmada sera etkisine neden olan karbondioksit ve diğer gazların salınımını normal düzeylere indirebilmek için, gelişmiş pek çok ülkede uygulanan, karbon vergisi ile karbon ticareti yöntemleri karşılaştırılmış ve hangi yöntemin daha etkili olduğu uygulamadaki veriler ışığında değerlendirilmeye çalışılmıştır. Çalışmada karbon vergisi ile karbon ticaretinin alternatif uygulamalar olmayıp tamamlayıcı politikalar olduğu görülmüştür. Karbon vergisi, sera gazlarının negatif dışsallıkları sebebiyle ortaya çıkan marjinal maliyeti telafi etmeye yönelik bir uygulamadır. Buna karşılık, karbon ticareti, karbon emisyonlarına üst limit getiren, emisyonların toplam miktarını azaltan daha teknik bir uygulamadır. Ancak karbon emisyonlarını azaltmak konusunda ne karbon vergisi ne de ticari izinler tek başına yeterli olmayabilir. Emisyonları azaltmak için karbon vergisi ve ticari izinler yanında çevreye duyarlı vergi düzenlemeleri ve teşvikleri gibi tamamlayıcı politikalara da ihtiyaç vardır.
