Deniz ulaştırması, ulusal ve uluslararası ticarette ve ekonomik gelişimde temel bir rol oynamaktadır. Liman verimliliği konusu, deniz ulaştırması konusu içinde önemli bir yere sahiptir. Limanların sahip oldukları alt ve üst yapı elemanlarının satın alınması, inşa edilmesi ve işletilmesi yüksek maliyetli ve zordur. Limanın verimsiz kullanılması liman işletim maliyetlerinin artmasına ve sermaye kaybına sebep olmaktadır. Limanlar karmaşık dinamik sistemlerdir ve limanlarda birçok faaliyetin iç içe geçmiştir. Liman yönetimi ise çok sayıda karar almayı gerektiren bu karmaşık sistemleri içerdiğinden bilgisayar simülasyonu, liman operasyonlarının analizinde, anlaşılmasında ve tasarımlanmasında güçlü bir araç olarak karşımıza çıkmaktadır. Bu çalışmada bir karar destek sistemi olarak kullanılan simülasyon yöntemi ve bu yöntemin limanlarda uygulanması konusu ele alınacak ve ülkemiz limanlarında henüz yaygın olarak kullanılmayan simülasyon yönteminin, uluslararası literatürdeki tarihçesine değinilecektir.
