Abstract (2. Language):
As an essential variable, putting forth clearly the current state of the railway system and TCDD in our country
shall primarily constitute the basis for the necessity for structural change as well as making the future more
comprehensible and thus facilitating setting out goals.
In this context, it is very clear that the railway system in Turkey needs a rational appraisal. It is observed that the
Transport Master Plan Strategy ranking first many studies carried out so far fall very far away from this concept
and a panoramic picture of the operating medium is not taken.
In our paper we take a picture of the basic railway operating concept in our country and try to launch an initial
discussion on the direction and nature of the steps to be taken towards the future.

Temel bir değisken olarak ülkemizdeki demiryolu sistemi ve TCDD’nin mevcut durumunun açık ve net olarak
ortaya konulabilmesi, basta yapısal değisim ihtiyaçlarının belirlenmesi olmak üzere geleceğin daha anlasılabilir
olması ve hedeflendirme açısından esas teskil edecektir.
Bu anlamda ülkemizdeki demiryolu sisteminin rasyonel bir değerlendirmeye ihtiyaç duyduğu açıktır. Basta
Ulastırma Ana Plan Stratejisi olmak üzere bu amaçla yapılmıs pek çok çalısmada bu temel anlayısın zaman
zaman çok uzağında kalındığı ve isletme ortamına iliskin genel bir fotoğrafın çıkarılamadığı görülmektedir.
Bildirimizle ülkemizdeki temel demiryolu isletmecilik anlayısının bir fotoğrafı çekilmekte ve geleceğe
