PRODUCTIVITY, TECHNOLOGY, AND EFFICIENCY (PERFORMANCE MEASURING IN EUROPEAN UNION MEMBER AND CANDIDATE COUNTRIES)

The main objective of this study is to analyze the efiiciency and total factor productivity of the European Union member states and candidate countries for the period of 1995-2012. To achieve this goal, 34 countries’ panel data used in the study for the period of 1995-2012, Data Envelopment Analysis and Malmquist Total Factor Productivity Index methods applied separately for each period, pure efficiency change, scale efficiency change, technical efficiency change, technological change and the total factor productivity change indexes were calculated. Moreover, technical efficiency and scale efficiency scores of the European Union member states and candidate countries were determined based on the CCR and BCC models in the among the years 1995-2012. Consequently, the total factor productivity of the member and candidate countries of the European Union was estimated to be decreased by an average of 12.8% among periods of 1995-2012. Also, the average technical effciency scores according to CCR and BCC models were estimated to be 0.325 and 0.639 and scale efficiency was estimated to be 0.479 in the same period.

Bu çalışmanın temel amacı, Avrupa Birliği’ne üye ve aday ülkelerin 1995-2012 dönemi itibariyle etkinlik ve toplam faktör verimliliklerini detaylı olarak analiz etmektir. Bu amacı gerçekleştirmek üzere 1995-2012 döneminde 34 ülkeye ilişkin panel verilerin kullanıldığı çalışmada, Veri Zarflama Analizi ve Malmquist Toplam Faktör Verimliliği İndeksi yöntemleri her bir dönem için ayrı ayrı uygulanmış, pür etkinlikteki değişme, ölçek etkinliğindeki değişme, teknik etkinlikteki değişme, teknolojik değişme ve toplam faktör verimliliğindeki değişme indeksleri hesaplanmıştır. Ayrıca, Avrupa Birliği üye ve aday ülkelerin 1995–2012 yılları arasında, CCR ve BCC modellerine dayalı olarak teknik etkinlik ve ölçek etkinliği değerleri tespit edilmiştir. Sonuç olarak, 1995–2012 yılları arasında Avrupa Birliği üye ve aday ülkelerin toplam faktör verimliliğinde ortalama %12.8 oranında azalış olduğu tespit edilmiştir. Aynı zamanda, ilgili dönemde CCR modeline göre ortalama teknik etkinlik değeri 0.325, BCC modeline göre 0.639 ve ölçek etkinliği ise 0.479 olarak tahmin edilmiştir.
