Abstract (2. Language): 
This study aims to assess the role of the World Bank Group (WBG) in relation to globalisation by using the case of Conditional Cash Transfer (CCT) Programmes. To reveal the relation between the globalisation and World Bank Group, a leading international organisation, it is also reviewed and refered to hyperglobalist, transformationalist, sceptic theses and “globalisation-from-below”, “globalisation-from-above” concepts. The transformationalists thesis seems to represent the closest arguments to the case of CCT and WBG as this study reveals that the traces ofa new “sovereignty regime” can be tracked even in poverty reduction and welfare programmes.

Bu çalışmada, Dünya Bankasıile Küreselleşme olgusu arasındaki ilişki ŞartlıNakit Transferi Programlarıörneği temelinde incelenmektedir. Bu ilişkiyi açığa çıkartabilmek amacıyla, hyperglobalist, dönüşümcü ve şüpheci tezler ile “aşağıdan” ve “yukarıdan” küreselleşme kavramlarıda irdelenmiştir. Bu çalışma sonucunda dönüşümcü tezin Şartlı Nakit Transferi programlarıve Dünya Bankasıörneğini en iyi temsil eden tezlere sahip olduğu düşünülmektedir. Çünkü bu tezler yoksullukla mücadele ve refah programlarında yeni bir “egemenlik rejimine” atıfta bulunmaktadır.
