This study analyzes the opinions of the nasihat-nâme writers on the developments in
the governmental and social structure of the Ottoman Empire. According to nasihat-nâme
writers, importance should be attached to treasury management in solving socio-economic
problems of the Ottoman Empire. In order to increase treasury incomes, it is required to
implement savings measures, eliminate agricultural production barriers and pursue policies
for increasing tax revenues. Price stability should be ensured by placing emphasis on money
in economy, inequality of income should be removed and timar system should be protected.

Bu çalışma nasihat-nâme yazarlarının Osmanlı devlet ve toplum yapısında meydana
gelen gelişmeler konusundaki görüşlerini incelemektedir. Nasihat-nâme yazarlarına göre
Osmanlı Devleti’nin sosyo-ekonomik problemlerinin çözümünde hazine yönetimine önem
verilmelidir. Hazine gelirlerini arttırmak için tasarruf tedbirleri uygulanmalı, tarımsal üretimin
önündeki engeller kaldırılmalı ve vergi gelirlerini arttırıcı politikalar izlenmelidir. Ekonomide
paraya önem verilerek fiyat istikrarı sağlanmalı, gelir adaletsizliği kaldırılmalı ve tımar
sistemi korunmalıdır.
