Since it began using the seas as a means of transportation, economic, political and social life has been one of the vehicles and in giving directions. Prevention of major sea trade routes in the world transportation drag the whole world is as important as an economic crisis. Marine areas, due to the geographical size of supervision are not possible in accordance with their importance. For this reason, the seas bear the burden of world trade, the illegal activities has become an environment characterized by intense. Be able to measure the most important concern without interrupting business flow. Control of the state for the provision of maritime security capabilities, you will not be achieved by just how difficult a task. Therefore, all the institutions and organizations of all states and the maritime movement of a joint are important.

Denizler bir ulaĢım yolu olarak kullanmaya baĢladığı günden bugüne kadar ekonomik, siyasi ve sosyal hayatımıza yön veren önemli vasıtalardan birisi olmuĢtur. Dünyadaki önemli deniz ticaret yollarındaki ulaĢtırmanın engellenmesi tüm dünyayı ekonomik bir krize sürükleyecek kadar önemlidir. Deniz alanlarının, coğrafi büyüklükleri nedeniyle sahip oldukları öneme uygun Ģekilde denetlenmeleri mümkün değildir. Bu nedenle dünya ticaretinin yükünü taĢıyan denizler, yasa dıĢı faaliyetlerin de yoğun olarak yaĢandığı bir ortam hâline gelmiĢtir. Ticari akıĢı kesmeden önlem alabilmek en önemli husustur. Deniz güvenliği açısından kontrolünün sağlanması sadece bir devletin imkân ve kabiliyetleri ile elde edilemeyecek kadar zor bir iĢtir. Bundan dolayı tüm devletlerin ve denizcilikle ilgili tüm kurumların ve kuruluĢların ortak hareket etmesi önem arz etmektedir.
