Abstract (2. Language): 
The political, social, economic and historical process in the Balkans which dates back to the collapse of the Federal State of Yugoslavia continued in the region until the emergence of new states with the declaration of their independence. Despite its break up with the Yugoslavian federation and declaration of independence, Kosovo presented a different importance in the strategic sense as the United Nations, European Union, NATO and the US intervened in the region over the Kosovo Problem. Consequently the Kosovo Problem which attained both regional and international dimensions has become one of the most complicated issues of Yugoslavia and even of Balkans. In fact, not only peculiar to Kosovo, the very basic reason of historical problems in the Balkans have been the over-nationalism pivoted policies. The Balkans in which, over-nationalism within the axis of narrow patterns that promoted separation rather than unity, could not become a single body because of that reason. In this connection, our study was written in the thought that it would be accurate to search for the basis of the tense and bloody political atmosphere which took place in the middle of Balkans and had grown under the shadow of over-nationalism.

Balkanlarda Yugoslavya Federe Devletinin dağılmasına değin uzanan siyasi, içtimai, iktisadi ve tarihi süreç, bölgede yeni devletlerin bağımsızlıklarını ilan ederek ortaya çıkmasına kadar sürmüştür. Kosova, Yugoslav federasyonundan ayrılarak bağımsızlığını ilan etmesine karşın Birleşmiş Milletler, Avrupa Birliği, NATO ve ABD’nin, Kosova Sorunu üzerinden bölgeye müdahale etmesinden ötürü, stratejik manada farklı bir önem arz etmiştir. Dolayısıyla gerek bölgesel gerekse uluslararası bir boyut kazanan Kosova Sorunu, Yugoslavya’nın ve hatta Balkanların en karmaşık sorunlarından biri olmuştur. Aslında sadece Kosova özelinde olmamakla birlikte, Balkanlardaki tarihi sorunların en temel nedeni aşırı milliyetçilik eksenli siyasi politikalar olmuştur. Aşırı milliyetçiliğin dar kalıplar ekseninde ve bütünlükten ziyade ayrılığı körüklediği Balkanlar, bu yüzden halen tek vücut olamamıştır. Bu vesileyle çalışmamız, Balkanların göbeğinde vuku bulan ve aşırı milliyetçiliğin gölgesinde gelişen gerilimli ve kanlı siyasi atmosferin temelini, Balkanların tarihi arka planında aramanın doğru olacağı düşüncesiyle kaleme alınmıştır.
