Turkey experiencing three major economic crises since 1990s has not reached to a desired economic and human development level. The economic crises affected human development negatively. Turkey appears as a country of serious regional imbalances in human development. The regions of Marmara, Aegean, Central Anatolia, Mediterranean and Black Sea are more improved from the perspective of human development than the regions of East Anatolia and South East Anatolia. Kocaeli, Yalova and Istanbul have the most improved levels of human development while Şırnak, Ağrı and Muı are the least developed ones.

1990 "lı yıllardan itibaren üç önemli kriz yaşayan Türkiye sadece ekonomik kalkınma açısından değil beşeri kalhnma açsından da istikrarı yakalayamamış ve istenilen seviyeye ulaşamamıştır. Yaşanan ekonomik krizler, beşeri kalkınmayı negatif yönde etkilemiştir. Türkiye, bölgesel bazda önemli beşeri kalkınma dengesizlikleri sergileyen bir ülke görünümündedir. Marmara, Ege, İç Anadolu, Akdeniz ve Karadeniz Bölgeleri beşeri yönden daha gelişmiş, Dooğu ve Güney Dooğu Anadolu Bölgeleri ise nisbi olarak geri kalmış bölgeler olarak nitelendirilebilir. Kocaeli, Yalova ve İstanbul en yüksek beşeri kalhnma seviyesine sahip il iken, Şırnak, Ağrı ve Muı en geri kalmış iller olmuştur
