Data Envelopment Analysis (DEA) is linear programming technique which is used in relative efficiency measurement of organizational units with multiple inputs and multiple outputs. The technique developed by Charnes, Cooper, Rhodes in 1978 has been popular in a short time and has been used in various areas because of the fact that it evaluates multiple inputs and outputs factors at the same time, it does not require a preknown analytic function between inputs and outputs, it is solved by linear programming easily and it gives an alternative approach to desicion makers to determine resource of inefficieny and to eleminate inefficiency. In this study, efficiency scores of telecommunication sectors in the OECD countries have been measured and compared by means of Data Envelopment Analysis. According to analysis results, improvements necessary for our telecommunication sector has been determined and necessary recommendations have been given.

Veri Zarflama Analizi(VZA), çok sayıda girdi ve çıktının söz konusu olduğu organizasyonel birimlerin göreli etkinliklerini ölçmekte kullanılan doğrusal programlama tabanlı bir tekniktir. 1978 yılında Charnes, Cooper, Rhodes tarafından geliştirilen bu teknik, birden çok girdi ve çıktı faktörünü aynı anda değerlendirmesi, girdi ve çıktılar arasında önceden bilenen analitik bir fonksiyon gerektirmemesi, doğrusal programlama yardımıyla kolayca çözülebilmesi, etkinsizliğin kaynağı ve giderilmesi noktasında karar vericilere alternatif yaklaşımlar sunması nedeniyle kısa sürede popüler hale gelmiş ve bir çok değişik alanda uygulanmıştır. Bu çalışmada, Veri Zarflama Analizi yardımıyla ülkemizin de üyesi bulunduğu OECD ülkelerinin telekomünikasyon sektörlerinin etkinlik skorları ölçülerek karşılaştırılmıştır. Analiz sonuçlarına göre, ülkemiz telekomünikasyon sektöründe yapılması gereken iyileştirmeler tespit edilmiş ve gerekli görülen öneriler sunulmuştur.
