Abstract (2. Language): 
In this study, general purpose technologies, information and communication technologies and productivity paradox have been analysed. Steam power lead to Industrial Revolution, and electricity provided productive production for the production units. Today, information and communication technologies undertake a similar role in the new economy. However, the contributions of this technologies to productivity are not reflected in the statistics. This situation indicates a phenomen called productivity paradox, and this brings to our mind Robert Solow’s famous words “we see the computer age everywhere except in the productivity statistics”.

Bu çalışmada, genel amaçlı teknolojiler, enformasyon ve iletişim teknolojileri ve verimlilik paradoksu incelenmektedir. Buhar gücü, Endüstri Devrimi’ne yol açmış, elektrik ise üretim ünitelerinin verimli bir şekilde üretim yapmalarını sağlamıştır. Günümüzde, enformasyon ve iletişim teknolojileri yeni ekonomide benzer bir rol üstlenmektedir. Buna karşın, bu teknolojilerin verimliliğe katkıları istatistiklere yansımamaktadır. Bu durum verimlilik paradoksu olarak adlandırılan bir olguya işaret etmekte ve Robert Solow’un ünlü sözü “bilgisayarlar verimlilik istatistikleri dışında her yerde var”ı akla getirmektedir
