Abstract (2. Language):
As is known to all, activities to recover from the remains of the war and restraighten the economy were started just
after the Second World War throughout the whole world, notably in Europe. Thus, the World Bank and International
Monetary Fund (IMF) were founded as a result of Bretton Woods Conferences, gathered firstly in 1944; while the World
Bank took the charge of making credit assist for the countries in order to increase investment and production, IMF was
established to supply interim financing to dispel the imbalances of international payments. Thanks to these activities,
foundations of attempts to reform and integrate the economics were also laid. Following this, the European Economic
Community (EEC) was instituted with the Treaty of Rome made in 1957.
For all that, the studies to integrate national economies and the process of entering market economy in the world
were started by 1980s. The important roles conducted were supply-side economic (policies), firstly practiced by the USA and
England, and neoliberal economic policies which brought inclinations of globalization in the world economy.
On the other hand, 1980 January 24th Stabilization Policies came into force also in Turkey in the wake of the economic
crisis that occured due to inland and foreign reasons at the end of 1970s; it was attempted to enter to market economy in the same
year. The market economy has since the foundation of Republic been tried to be performed in various periods in our country, but it
has been failed. In this sense, the economic policies directed at the first serious market economy and the beginning of economic
activities which may be considered as radical compared to that period are based on 1980.
Turkey is, today, at a point that has been trying to move to market economy from statist/mixed economy but has not
overcome this period since the aforesaid years, the reasons of which are indicated to be that state controlled entities outbalance in
economy, that privatization period has not still been fulfilled and that structural transformations has not been managed to be
made.

Bilindiği üzere; dünyada başta Avrupa ülkeleri olmak üzere İkinci Dünya Savaşının sona ermesi ile birlikte savaşın
yıkıntılarından kurtulma ve ekonomiyi yeniden toparlama çalışmaları başlamıştır. Bu amaçla ilk olarak 1944 yılında toplanan
Bretton Woods Konferansları sonucunda Dünya Bankası ve Uluslar arası Para Fonu (IMF) oluşturulmuş ve bunlardan Dünya
Bankası ülkelerde yatırım ve üretimi artırmak amacı ile bu ülkelere kredi yardımı yapma görevini üstlenirken, IMF ülkelerde ortaya
çıkan dış ödeme dengesizliklerini gidermek amacıyla geçici finansman sağlamak üzere kurulmuştur. Bu çalışmalarla birlikte
dünyada yeniden oluşum ve ülke ekonomilerini bütünleştirme çabalarının temelleri de atılmıştır. Bunu daha sonra 1957'de
Roma Antlaşması ile Avrupa Ekonomik Topluluğu'nun (AET) kuruluşu izlemiştir.
Bununla birlikte; dünyada piyasa ekonomisine geçiş süreci ile ülke ekonomilerini bütünleştirme çalışmaları 1980'li yıllarla
birlikte başlamıştır. Bunda ilk olarak Amerika Birleşik Devletleri (ABD) ve İngiltere'de uygulanan Arz Yanlı İktisat Politikaları
ile dünya ekonomisinde globalleşme veya küreselleşme eğilimlerini de birlikte getiren Neo-Liberal İktisat politikaları rol
oynamıştır.
Öte yandan; 1970'li yılların sonunda ülke içi ve dış kaynaklı nedenlere bağlı olarak ortaya çıkan ekonomik bunalım
sonucunda Türkiye'de de 24 Ocak 1980 İstikrar Politikaları yürürlüğe girmiş ve aynı yıl piyasa ekonomisine geçmek
istenmiştir. Ülkemizde Cumhuriyetin kuruluşundan itibaren çeşitli dönemlerde piyasa ekonomisi uygulanmaya çalışılmış,
ancak başarılı olunamamıştır. Bu anlamda ilk ciddi piyasa ekonomisine dönük iktisat politikaları ve o döneme göre radikal
sayılabilecek iktisadi uygulamaların başlangıcı 1980 yılına dayanır.
Türkiye şu anda devletçi/ karma ekonomiden piyasa ekonomisine geçmeye çalışan fakat söz konusu yıllardan bu yana bu
süreci tamamlayamayan bir ülke konumundadır. Buna halen Kamu İktisadi Teşebbüslerinin ekonomide ağırlık taşıması, özelleştirme
sürecinin tamamlanamamış olması ve yapısal dönüşümlerin yapılamamış olması gerekçe gösterilmektedir.
