Abstract (2. Language): 
Realization of the transparency policies implemented by national governments with administrative reforms at the European Union (EU) level is the general expectation of the citizens. The public support to the EU decisions and policies is directly related to the establishment and institutionalization of transparency. Transparency in governance processes is of key importance to overcome the credibility and legitimacy issues that are currently facing by EU. Ensuring transparency in administration can become possible by recognition of the rights to access information and documents. The study deals with the development of right to access documents policies in European Union Administration. In this study, it has been introduced that the EU is not indifferent towards the changes in the management of the country in the direction of transparency and has made the necessary changes in the legislation. In this context, it has been identified that, with the right of access to documents for citizens, management approach of the EU institutions experience a transformation from confidentiality towards transparency.

Ulusal yönetimlerin idari reformlarla uygulamaya koydukları şeffaflık politikalarının Avrupa Birliği (AB) düzeyinde gerçekleştirilmesi vatandaşların genel beklentisidir. AB karar ve politikalarının kamuoyundan alacağı destek şeffaflığın tesisi ve kurumsallaşmasıyla doğrudan ilişkilidir. Halen AB’nin yaşadığı güvenilirlik ve meşruiyet sorunlarını aşmada yönetim süreçlerinin şeffaflaştırılması anahtar öneme sahiptir. Yönetimde şeffaflığın sağlanması bilgi ve belgelere erişim hakkının tanınmasıyla mümkün olur. Çalışma, Avrupa Birliği yönetiminde belgelere erişim hakkı politikalarının gelişimini ele almaktadır. Çalışmada ülke yönetimlerinde şeffaflık yönünde yaşanan değişimlere AB’nin kayıtsız kalmadığı ve mevzuatında gerekli değişiklikleri yaptığı ortaya konulmuştur. Bu çerçevede vatandaşlara tanınan belgelere erişim hakkıyla AB kurumlarının yönetim anlayışında gizlilikten şeffaflığa doğru bir dönüşüm yaşandığı tespit edilmiştir.
