Abstract (2. Language):
The study considers political freedom in Montesquieu as a result of the separation of power. However the separation of power forms the one side of the works
of Montesquieu. The other side is the classification of administrations. Montesquieu who makes a distinction between republic, monarchy and despotism proposes an aristocratic republicanism. Republicanism in which the rights of aristocracy are preserved is a search for a balance between political freedom and political stability. Therefore, Montesquieu foceses on the old problems of political theory; the dilemma between freedom and security. Montesquieu tries to overcome
this dilemma by moderate administration.

Çalışma Montesquieu’da siyasal özgürlük konusunu güçler ayrılığı ilkesinin bir
sonucu olarak ele almaktadır. Fakat güçler ayrılığı Montesquieu’nun metinlerinin
bir yüzünü oluşturmaktadır. Diğer yüzü ise, yönetimlerin sınıflandırılmasıdır. Bu
bağlamda Cumhuriyet, Monarşi ve Despotizm arasında ayrım yapan Montesquieu aslında aristokratik bir cumhuriyetçiliği önermektedir. Aristokrasinin haklarının
korunduğu Cumhuriyetçilik ise, siyasal özgürlük ile siyasal istikrar arasında denge arayışlarının sonucudur. Bu nedenle Montesquieu da siyasal teorinin kadim
sorunlarından biriyle uğraşmıştır; özgürlük/güven ikilemi. Montesquieu ılımlı bir
yönetimle bu sorunu aşmaya çalışmaktadır.
