Abstract (2. Language): 
It seems that the political organization was not set up in the primitive communities and that the community and state were intermixed there. The forms of state formed by the political institutions came into being in a later period. The state has not consisted of only a political entirety of legal and political institutions, but also it refers to the meaningful wholeness of powers such as legislative, executive and juridical. In this paper, both the meanings used for the word of state and the meanings ascribes to it by the philosophers will be dealt with

İlkel toplumlarda siyasi teşkilatların kurulmadığı ve toplum ile devletin birbirine karışmış olduğu görülmektedir. Siyasi kurumların oluştuğu devlet şekilleri daha sonraları ortaya çıkmıştır. Devlet; idari, hukuki ve siyasi kurumların meydana getirdiği bir siyasi bütünden oluştuğu gibi aynı zamanda yasama, yürütme ve yargı gibi kuvvetlerin anlamlı bir bütün haline gelmesi demektir. Bu makalede hem devlet kelimesine verilen anlamlar hem de filozofların devlet kavramına yaklaşımlarına yer verilmektedir.
