Due to the software and hardware inconsistencies and security requirements during the transition between IPv4 and IPv6 protocols, an additional cost will be formed and this cost varies depending on the IPv6 support level of IT infrastructure for each country. Therefore while determining the transition strategies a cost analysis should be done for each method. For this purpose two questionnaires are conducted in order to evaluate the current state of public sector and ISPs and determine the requirements during transition. As a result, data extracted from the questionnaires, it is determined that the readiness of the state organizations and ISPs to IPv6 is very low and the transition cost should be more than expected.

IPv4 protokolünden IPv6 protokolüne geçişte çeşitli donanım ve yazılım uyumsuzluklarının giderilmesi ve güvenliğin sağlanması gerekliliklerinden dolayı ek bir maliyet oluşumu söz konusudur ve bu maliyet her ülke için sahip olunan bilişim altyapısının IPv6 destekleme oranına göre farklılıklar göstermektedir. Bu nedenle geçiş stratejileri belirlenirken her bir yöntem için maliyet analizinin de yapılması gerekmektedir. Bu amaçla kamu ve özel sektörün mevcut durumunun ve IPv6’ya geçilmesi durumunda duyacakları ihtiyaçların bilinmesi önem arz etmiş ve tarafların bilişim altyapısını ve IPv6'ya hazır olup olmadıklarını belirlemek amacıyla iki farklı anket çalışması yapılmıştır. Sonuç olarak, anketlerden elde edilen veriler ışığında kamu ve İSS'lerin IPv6'ya geçiş konusunda, altyapılarının genel olarak IPv6'ya hazır olmadığı, geçiş maliyetinin ise beklentilerin üstünde olacağı değerlendirilmektedir.
