Generally, evaluation of alternatives in many multi criteria decision making (MCDM) methods is considered in a specific time period or current time period. However, not only current performances but also past performances of alternatives should be taken into account in some MCDM problems. In addition to this, the nature of MCDM consists of uncertainties due to structure of criteria or evaluation of decision makers. Therefore, the aim of this study is to develop a dynamic MCDM model based on uncertainties which enables to evaluate the alternatives in different periods. In this model, intuitionistic fuzzy set (IFS) theory, which is closer way for human thinking, is used to represent uncertainties in evaluation of alternatives. Linguistic variables shown with intuitionistic fuzzy numbers in the proposed model provide easiness for decision makers. To make defuzzification intuitionistic fuzziness obtaining after evaluation of alternatives is utilized grey relational analysis (GRA). GRA is an effective method used in the ranking and selection of the alternatives. In the study, a numerical example is presented to show the applicability and efficiency of the proposed dynamic MCDM model.

Genellikle, çok kriterli karar verme (ÇKKV) yöntemleri alternatiflerin değerlendirmesini belirli bir zaman periyodunda veya şimdiki zaman periyodunda ele almaktadır. Ancak bazı ÇKKV problemlerinde alternatiflerin mevcut durumdaki performansı kadar geçmişe yönelik performanslarının da dikkate alınması gerekmektedir. Diğer yandan ÇKKV’nin doğasında kriterlerin yapısından veya karar vericilerin değerlendirmesinden kaynaklanan belirsizlik vardır. Bu sebeple, bu çalışmanın amacı alternatiflerin farklı zaman periyotlarında değerlendirmesine imkân sağlayan belirsizlik etmenli dinamik bir ÇKKV modeli geliştirmektir. Modelde alternatiflerin değerlendirilmesindeki belirsizliği ifade etmek için insan düşünme sistemine daha yakın olarak tanımlanan sezgisel bulanık küme (SBK) teorisi kullanılmaktadır. Önerilen modelde sezgisel bulanık sayılarla gösterilen dilsel değişkenler karar vericilere değerlendirme kolaylığı sağlamaktadır. Alternatiflerin değerlendirilmesi sonucunda ortaya çıkan sezgisel bulanıklığın durulaştırılması maksadıyla gri ilişki analizinden (GİA) yararlanılmaktadır. GİA, alternatiflerin sıralanmasında ve seçiminde kullanılan etkili bir değerlendirme yöntemidir. Çalışmada, önerilen dinamik ÇKKV modelinin uygulanabilirliğini ve etkinliğini göstermek maksadıyla bir örnek uygulama sunulmaktadır.
