Abstract (2. Language): 
The purpose of this paper was to overcome economic issue, which is one of the major barriers of the use of FRP in civil engineering. The analysis of the methods of definition of elastic characteristics of separate layers reinforced by high-module fibers on the macro level is given. In the case, when the composite itself represents a set of layers with different directions of reinforce, the technique of the given elastic characteristics definition and component of matrixes of rigidity of all layers’ package as a whole is offered.
