Hazardous wastes aren’t attractive for producers, shippers, transporters, recipients and gov-ernments. Hazardous waste movement and disposal problem is a heavily environmental and political issue. The export of hazardous wastes has been recognized as a dangerous trade which must be regulated and minimized by the international community. 1989 Basel Conven-tion on the Control of the Transboundary Movements of Hazardous Wastes and Their Di s-posal is widely accepted in international area. The Convention is designed to provide a glob-al framework for regulating and minimizing the movement of hazardous waste across bor-ders. And also it designed to provide a global framework for regulating the movement of ha-zardous waste across international borders

Konvansiyon, gelişmiş ülkelerde üretilen tehlikeli atıkların gelişigüzel bir şekilde gelişmekte olan ülkelere boşaltılmasına karşı oluşan protestolar sonucunda ortaya çıkan kamuoyu baskısı ile 1989 yılında İsviçre’nin Basel şehrinde kabul edildi. Basel Konvansiyonu’nun amacı tehlikeli ve diğer atıkların sınırlar arasında güvenli bir şekilde nakli için kapsamlı bir sistem kurup işbirliğini sağlamak ve bu gibi atıkların taşınımını azaltmak veya kontrol altına almaktır. Konvansiyon, 25. maddesinde yer alan yirminci onay, kabul, resmi teyit, tasdik veya üyelik belgesinin teslim edilmesini takip eden doksanıncı gün olan 5 Ma yıs 1992 tarihinde Basel Konvansiyonu yürürlüğe girmiştir.
