İSTANBUL'DA ENFORMEL (KAYITDIŞI) ÇALIŞMA: EMİNÖNÜ İLÇESİNDEKİ İŞPORTACILARA İLİŞKİN BİR ARAŞTIRMA

The informal sector in Turkey it is generally believed that the rapid growth of the sector has been influenced basically by unemployment. Increasingly, the informal sector has been developing as a resilient economic base. This study presents the results of a survey of economics and social conditions in informal sector from the pilot study conducted in the Eminönü district in Istanbul. The sample was drawn from the current list (1998) of street vendors from the Eminönü Municipality. The sample frame consisted 180 street vendors from seven groups which were food, textile, electronic, toy, decoration, stationers vendors, and others (a produce dealer, a confectioner). The survey involved the use of pre­designed interview schedules, focus group discussions and observation. The main inteiview schedule was a mixture of open-ended, closed-ended, and multiple-choice questions. Interviews were conducted with a sample of those engaged in informal activities and organizations connected with the sector. The study was conducted in the months of April and May 2002.

Türkiye'de de ekonominin ve istihdamın çok Önemli bir özelliğini enformel yapısal durum oluşturmaktadır. Özellikle İstanbul gibi metropol alanlarda kentsel işgücü içinde enformel sektör oranının yüksekliği ve bu sektörde esas itibariyle üretimin hiçbir mali ve sosyal güvenlik yasalarına tabi olmaması, buradaki istihdamın çarpıcı yapısını belirleyen önemli unsurlar olarak görülmektedir. Artan göç olgusu bu sektörün giderek genişlemesine yol açmakladır. Böylece kentsel formel alanlarda iş bulamayan geniş kitleler işportacılık biçimindeki enformel (kayıt dışı) çalışmaya yönelmektedirler. Bu makalenin amacı, dünyada ve Türkiye 'de enformel ekonominin boyutlarını ortaya koymak ve Eminönü İlçesindeki işportacıların ekonomik ve sosyal koşullarını incelemektir.
