7/»? purposes of this paper are to put forward local government participation and contribution in social policy implementation in historical perspective. In this paper, examined the local government characteristics, situation of the national structure of government and the relationship between central and local government that affected, the local government role and effect in social policy. Moreover, looked over the national welfare state changes that caused decrasing effect of the local government social policy responsibility.

Yerel yönetimlerin sosyal politikanın sağlanmasına kalıttın ve katkısını ortaya koymaya amaçlayan bu makalede, yerel yönelimlerin niteliği, konumu ve merkezi yönetim yerel yönetim ilişkisi ele alınarak, endüstri devrimi öncesi ve sonrasında btı kurumların sosyal politika alanındaki rol. ve etkinliği incelenmiştir. Bu inceleme müdahaleci devlet anlayışının doğuşu, gelişimi ve refah devleti dönemleri çerçevesinde yapılmış, devletin refah devleti niteliğinde meydana gelen değişikliklerin yerel yönetimlerin yapı ve fonksiyonları ile sosyal politika sorumluluklarında meydana getirdiği yansımaları tartışılmıştır.
