According to Robert E. Lucas' aggregate supply hypothesis, the economic agents with imperfect knowledge can not -distinguish relative price movements from general price movements and increase their real output when they encounter
an unexpected demand shock. However, such an opportunity is not permanent and it will decline as the variability of aggregate demand and inflation increases. Lucas has tested his thesis with eighteen countries for 1952-1967 period and has reached positive results. In our study, parallel to Lucas, the correlation between the variation in nominal income and output-inflation trade-off and thus the natural rate hypothesis has been tested across countries. The results of this study, which has been realised for 1980-2002 period, sub-periods and for nineteen countries, including Turkey, correspond to Lucas' and some other authors' findings. According to these results, in the countries that have stable income, such as United States, unanticipated demand policies do affect real output and thus an output-inflation trade-off arises. On the other hand, in the countries that have not stable income, such as Turkey and Argentina, unanticipated demand shifts do not affect real output, they show their influence on inflation rate instead and thus out put-inflation trade-off disappears. These results verify the aggregate supply approach of Lucas. On the other hand, the new classical view on output-inflation, trade-off is still disputable and needs more empirical evidence.

Robert E. Lııcas'ın toplam arz hipotezine göre, eksik bilgiye sahip ekonomik birimler, toplam fiyat hareketleri ile göreli fiyat hareketlerini birbirinden ayırt edememekte ve beklenmeyen bir talep şoku karşısında reel üretimlerini artırmaktadır. Fakat böyle bir olanak sonsuz olmayıp, toplam talep ve enflasyon değişkenliği arttıkça azalmaktadır. Lııcas bu tezini, 1952-1967 dönemi ve on sekiz ülke için test etmiş ve olumlu sonuçlar elde etmiştir. Bu çalışmada, Lııcas'a paralel bir şekilde, üretim-enflasyon değiş-tokuşıt ile nominal gelirdeki değişkenlik arasındaki ilişki incelenmekte ve böylece Lııcas'ın doğal oran hipotezi sınanmaktadır. 1980-2002 dönemi ve alt-dönemlcr için, aralarında Türkiye 'nin de bulunduğu on dokuz ülke için gerçekleştirilen ekonometrik çalışmanın sonuçları, Lııcas'ın ve diğer bazı yazarların elde ettiği sonuçlara paralellik göstermektedir. Bu sonuçlara göre, A.B.D. gibi, geliri istikrarlı olan ülkelerde, öngörülemeyen talep politikaları, reel üretimi etkilemekte ve böylece bir üretim-enflasyon değiş-iokuşıı ortaya çıkmaktadır. Türkiye ve Arjantin gibi, geliri istikrarlı olmayan ülkelerde ise, öngörülemeyen talep kaymaları, etkisini daha çok enflasyon oranı üzerinde göstermekte, reel üretimi etkilememekte ve böylece üretim-enflasyon değiş-toktışu ortadan kalkmaktadır. Bu sonuçlar, Lııcas'ın toplam arz yaklaşımını doğrulamaktadır. Diğer taraftan, üretim-enflasyon değiş-tokuşu konusundaki yeni klâsik görüş halâ tartışmalı olup, daha fazla ampirik kanıtlara gereksinim vardır.
