Abstract (2. Language):
In public finance theory, the theorists adopted different criteria by which public goods are classified and hence we have se\ eral public good definitions such as pure public goods, common property goods, toll goods, joint products etc.
Public goods are to be provided at he local or national level. With the rise of globalization, there have been occuring new activities which shows public go¬od characteristics at the global level. That means they yield benefits or harms (public bads) at the global level. The terms "international public goods" or "glo¬bal public goods" are used for identifying these activities. International coopera¬tion is required for the provision of these goods.Sandler provides a detailed classification exemplified for both regional/glo¬bal and intergenerational/intragenerational characteristics. Among these examp¬les, ozone depletion and global warming as global, intergenerational, pure pub¬lic 'bads', are examined from the point of view of international cooperation per¬formed to reduce these public bads.

Kamu mallarının siniri andınlmasında kullanılan çok çeşitli kriterler vardır. Bunlara göre, kamu mallan tam kamusal mallar, yarı kamusal mallar, ortak mül¬kiyet mallan, klüp mallan, ortak üretim mallan vs. şeklinde sınırlandınlabilir. Geleneksel olarak kamu mallarının etkin üretim düzeyi yerel veya ulusal olmak¬tadır. Günümüzde küreselleşme eğilimlerinin artması ile birlikte, faydaların ya¬yılma alanı tüm dünya olan birçok kamusal mal ortaya çıkmıştır. Bunların sağ¬lanması, ki bu daha çok standart koyma şeklinde olur, uluslararası işbirliği ile mümkündür. Çevre konusunda Montreal ve Kyoto Protokolleri bu konuda örnek olarak gösterilebilir.
