Osmanli, imparatorluklar, mesruiyet, tabakalasma, Islam, heterodoksi (patrimonial-Islamic) and modern (bureaucratic) dimensions were synthesized by developing also a dual legitimating system as ‘political’ and ‘civil’ ones in response to these dimensions. In line with a Platonic conception of order, the neutralization of the economic-political system in the Ottoman Empire, that is, its elimination from native strata, made it necessary for it to draw upon a non-Islamic, secular framework. On closer examination, it is seen that the centre composed of roughly ruling and religious bureaucracies represented in essence a basic coalition of legitimacy of periphery in terms of the triple parameters of ‘ethnicity, religion and civilization’ and dual ones, in connection with this, of ‘secularism/religion’ and ‘orthodoxy/heterodoxy’ and that the link between them was secured through certain orders.

Nispeten homojen kadim geleneksel toplumlar zamanla gelistikçe Osmanlinin da dahil oldugu ortaçaglar emperyal sistemlerinde farkli toplumsal tabakalarin mesruiyet taleplerine karsilik olarak çok-katli bir mesrulastirma sistemi ortaya çikmaktadir. Modernlik öncesi dünyada yatay ve dikey siyasî geleneklerin varisi olarak hem geleneksel(Islamî-patrimonyal), hem de modern(bürokratik) boyutlarin bilestigi kompleks bir siyasî rejim kuran Osmanlilar, bu boyutlara karsilik olarak ‘siyasî’ ve ‘sivil’ seklinde çifte bir mesruiyet sistemi gelistirmislerdi. Osmanlida Platonik bir düzen anlayisi dogrultusunda iktisadî-siyasî sistemin nötralizasyonu, yani yerli tebaadan arindirilmasi, bunun, Islamî-olmayan, seküler bir çerçeveye dayanmasi zorunlulugunu dogurmustu. Daha yakindan bakildiginda, kabaca örfî ve dinî bürokrasiden olusan merkezin aslinda, ‘etnisite, din ve medeniyet’ seklinde üçlü ve buna bagli olarak ‘sekülerizm/din ve ortodoksi/heterodoksi’ ikili parametreleri açisindan çevreye ait temel bir mesruiyet koalisyonunu temsil ettigi ve aralarindaki baglantinin belli tarikatlar araciligiyla saglandigi tespit edilmektedir.
