The First Handicraft Exhibition and Manufacturai Arts Congress which were held during October and November of 1936 reflect the search of solving the problems of manufacture sector in the scope of the great industrial movement. With the exihibiton, which began during the celebrations of Republic Festival, manufacturai arts were carried to the concern of the public opinion, and with the Congress, which was held in November, general policies on the craft sector were tried to be determined. Although a detailed project of law on manufacture sector was occurred as a result of the Congress, that project could not been made lawful and the Cogress could not produce any more results except than the making of the People's Bank oparate.

1936 yılının Ekim ve Kasım aylarında düzenlenen Birinci El İşleri Sergisi ve Küçük Sanatlar Kongresi, küçük sanayi kesiminin ekonomik sıkıntılarına büyük sanayi hamlesi kapsamında çözüm bulma arayışlarını yansıtmaktadır. Cumhuriyet Bayramı kutlamaları sırasında açılan sergi ile küçük sanatlar ülke kamuoyunun gündemine taşınmış, Kasım ayında yapılan kongre ile de sanat kesimine yönelik politikaların belirlenmesine çalışılmıştır. Kongre sonucunda, kapsamlı bir küçük sanatlar kanunu projesi ortaya çıkmışsa da, bu proje o dönemde yasalaştırılamamış ve Halk Bankası'nın faaliyete sokulması dışında somut çözümler üretilememiştir.
