Abstract (2. Language):
Intelligence activities are important for all states in the world. It is required because of the need to obtain information of intelligence for national safety. Knowledge is the most powerful weapon that has been discovered by humanbeings. Those people who manage to use this weapon, are always be able to dominate the whole world. Turks were involved in intelligence activities in various ways throughout the history. For instance; Huns, Gökturks, Topas and Uighurs were encountered in the espionage activities conducted by state officials. Star Intelligence Agency which was established by Abdulhamid II, in his era and The Special Organization which was established during the Union and Progress Era took very important task in the intelligence field. Within this
frame, some required information for national safety was also collected during the
Turkish Independence War against invaders by means of different secret organizations.
Such as; Karakol Cemiyeti, Zabitan, Yavuz, Moltke, Hamza, Mucahit, Muharip, Felah,
Mim Mim and "P" Organization fulfilled various intelligence activities during the
Turkish Independence War. General Directorate of Press-Publication and Intelligence
Services is one of them and worked depended on the Turkish Grand National Assembly.
General Directorate of Press-Publication and Intelligence Services opened offices in
Rome, Zurich, Berlin, Paris and Moscow then. Agents in these offices followed the news
in the media of the related countries. They collected required secret information and
news from Matin, Echo de Paris, Le Petit Parisien, Le Temps, The Morning Post and
The Observer newspapers as well as the information obtained from Stephan Agency,
Berlin and Bordeaux transceivers. The news obtained was translated into Turkish and
sent to Ankara immediately. Thus, Ankara government had the possibility to follow the
movements of the Allies closely as well as taking the opportunity to follow official and
public events in Russia, Germany and the Islamic world. General Directorate of Press-
Publication and Intelligence Services was the eyes and ears of Ankara that follow the
whole world at that time.

İstihbarat faaliyetleri bütün devletler için önemlidir. İstihbaratın temeli ise bilgi edinme ihtiyacıdır. Bilgi ise insanoğlunun bulduğu en güçlü silahtır. Bu silahı kullanmayı başaranlar dünyaya hakim olurlar. Tarih boyunca Türkler farklı şekillerde istihbarat faaliyetinde bulunmuştur. Hunlar, Gök Türkler, Topalar ve Uygurlarda devlet görevlileriyle gerçekleştirilen casusluk faaliyetlerine rastlanmıştır. II. Abdülhamid döneminde kurulan Yıldız İstihbarat Teşkilatı ve İttihat ve Terakki döneminde kurulan Teşkilat-ı Mahsusa istihbarat alanında önemli görevler üstlenmişlerdir. Milli Mücadele döneminde de farklı örgütlerle istihbarat toplanmıştır. Milli Mücadele döneminde Karakol Cemiyeti, Zabitan, Yavuz, Moltke, Hamza, Mücahit, Muharip, Felah, Mim Mim ve “P” Teşkilatı isimli gruplar istihbarat faaliyetleri yapmıştır. Bunlardan birisi olan Matbuat ve İstihbarat Umum Müdürlüğü Türkiye Büyük Millet Meclisi’ne bağlı olarak çalışmıştır. Matbuat ve İstihbarat Umum Müdürlüğü Roma, Zürih, Berlin, Paris ve Moskova’da şubeler açmıştır. Bu şubelerdeki ajanlar bulundukları ülkenin medyasında çıkan haberleri takip etmişlerdir. Bunlar, Matin, Echo de Paris, Le Petit Parisien, Le Temps, The Morning Post ve The Observer gazetelerinin yanı sıra İstefani Ajansı ile Berlin telsizi ve Bordo telsizinden verilen bilgi ve haberleri toplamıştır. Daha sonra bu haberler tercüme edilerek Ankara’ya gönderilmiştir. Böylece Ankara hükümeti müttefiklerin hareketlerini yakından izlediği gibi Rusya, Almanya ve İslam alemini de takip etme imkanına kavuşmuştur. Matbuat ve İstihbarat Umum Müdürlüğü Ankara’nın dünyayı takip eden gözleri ve kulakları olmuştur.
