Employment and unemployment are major parts of economic and social policies. In this sense, almost all of the societies at least have difficulties to solve economic and social problems since 1970's. The model, based on political stability, economic growth, full employment, welfare payments and national solidarity, has been changed radically in the last thirty years. Without forgetting this change, basic preferences of successful national employment policies of developed countries are evaluated and particularly flexibility approach and its impact on employment are discussed in this paper. In this context, flexibility approach and its impact on employ¬ment is discussed in four sub-titles which are flexible employment, wage flexibility, flexibility of employment protection and flexibility of social security.

İstihdam ve işsizlik olguları ekonomik ve sosyal politikaların yapı taşlarıdır. Bu bağlamda son otuz yıl içerisinde toplumların ekonomik ve sosyal sorunlarını çözüme kavuşturmada başarılı olduklarını iddia etmek çok kolay değildir. Siyasi istikrar, ekonomik büyüme, tam istihdam, sosyal güvenceler ve ulusal dayanışma üzerine kurulu model değişim geçirmektedir. Makalede, bu değişimi unutmadan günümüzde istihdam politikalarında başarılı olan gelişmiş ülkelerin temel tercihleri değerlendi¬rilmiş ve bu tercihlerin biçimlenişinde esneklik arayışı ve etkileri irdelenmeye çalı¬şılmıştır. Bu amaçla istihdam politikalarına yansıyan esneklik arayışı; esnek istih¬dam, ücret esnekliği, istihdamın korunmasında esneklik ve sosyal güvencelerin es¬nekliği olmak üzere dört alt başlıkta değerlendirilmeye çalışılmıştır.
