Poverty Alleviation discourse has become the leading agenda of multi-national organizations since 1990s and it paves the way for the emergence of Pro-poor Tourism (PPT). At that context, whether there have been lots of researches implemented at national and international scale concerning tourism can be a tool at poverty alleviation or not; it cannot be stated that those attempts are at a required level. Within the framework of the study, two-way relation between tourism and poverty searched around tourism’s advantages and disadvantages to the impoverished, in that line hinders that blocking the poor taking pie from tourism and solutive proposals towards those handicaps will be examined. At the second phase PPT approach’s peculiarities and visions that supporting tourism is an influential sector at the alleviation of poverty, and its perception by multi-national agencies are searched. Lastly, a general critical evaluation of PPT approach will be made, and its strengths and weaknesses are investigated.

Yoksulluğu azaltma söylemi, 1990’lardan bu yana ulus-üstü örgütlerin en önemli gündem maddesi haline gelmiş ve Yoksul Yanlı Turizmin (YYT) ortaya çıkmasının yolunu açmıştır. Bu bağlamda, turizm sektörünün yoksulluğu azaltmada bir araç olup olamayacağına yönelik ulusal ve uluslararası düzeyde yapılan birçok araştırma söz konusuysa da, bunun yeterli seviyede olduğundan bahsetmek mümkün değildir. Çalışma kapsamında ilk olarak turizm ve yoksulluk arasındaki çift yönlü ilişki; turizmin yoksula sağlayacağı avantajlı ve dezavantajlı yönler üzerinden incelenecektir. Bu kapsamda yoksulun turizmden pay almasının önündeki engeller ve bunlara yönelik çözüm önerileri üzerinde durulacaktır. İkinci aşamada turizmin yoksulluğu azaltmada önemli bir sektör olduğunu savunan ‘Yoksul Yanlı Turizm’(YYT) yaklaşımının genel özellikleri ve küresel düzeyde ulus-ötesi kuruluşlar tarafından algısı üzerinden incelemelerde bulunulacaktır. Son aşamada YYT’e yönelik genel eleştirel bir değerleme yapılarak, yaklaşımın güçlü ve zayıf yanları irdelenecektir.
