Community policing (CP) is an alternative and modern policing implementation which appeared in 1980’s in order to tackle with crime effectively. Together with the rest of the world, Turkish National Police adopted the community policing approach and conducted it in its several variations. Especially Following 2005, CP units have been established in all cities and officers in these units have carried out field activities to close the gap with the community, to earn their trust and to cooperate with them. However, research studies measuring Police Perception of citizens, which can be useful to generate CP policies, are generally neglected. In an effort to meet this need, this study measures the public perception of police in Erzurum. Data were gathered through a survey of 992 persons from different segments of society. Data were analyzed in SPSS 17 using t-test, ANOVA, correlation methods and factor analysis. Findings indicate that public perception of police is positive in general and police and their services are worthy of appraisal. In addition, people are not only sensitive to policing activities and crime, but are also volunteered for helping out and collaborating with the police. In addition, it is found that the level of perception of males is higher than females; elderly citizens’ is higher than youth; and educated citizens’ is higher than less educated citizens’.

Toplum Destekli Polislik (TDP), 1980’lerde suçla etkili mücadele edebilmek için geliştirilmiş alternatif ve modern bir polislik uygulamasıdır. Tüm dünyayla beraber Türk Polisi de TDP yaklaşımını benimsemiştir ve farklı uygulamalarını yürütmektedir. Özellikle 2005 yılından sonra TDP birimleri tüm illerde kurulmuş ve bu birimlerde çalışanlar halkla yakınlaşmak, onların güvenini kazanmak ve onlarla işbirliği sağlamak için çalışmalar yürütmüşlerdir. Bununla beraber, TDP uygulamalarına yön vermek amacıyla kullanılabilecek olan halkın polis algısını ölçme araştırmaları ihmal edilmiştir. Bu araştırma, bu ihtiyaca cevap vermek amacıyla Erzurum ilinde halkın polis algısını ölçmüştür. Veriler halkın farklı kesimlerindeki 992 kişiden anket yöntemiyle toplanmıştır. Veriler SPSS 17.0 üzerinde t-test, ANOVA, Korelasyon ve Faktör Analizi kullanılarak analiz edilmiştir. Bulgular, halkın polis algısının genel olarak olumlu olduğunu ve halkın polisi ve hizmetlerini takdir ettiğini, polisiye faaliyetlere ve suçlara karşı duyarlı olduklarını ve polise yardım etmek ve polisle işbirliği yapmak için gönüllü olduklarını göstermiştir. Ayrıca, erkeklerin kadınlara göre, yaşlıların gençlere göre, eğitim seviyeleri düşük olanların yüksek olanlara göre polis algılarının daha yüksek olduğu bulunmuştur.
