Abstract (2. Language): 
Following the 11 September ottocks, terrorism has started to lake its place on the agenda of International community. Having given the traditional defmıtion and dassifıcation of terrorism, this study is aimed to explain how great powers are using terrorism against the less poweıful states in order to influence their domestic and foreign policicies. Taking into account the reality that terrrorism is used by the states and interest groups, it deals with the reasons and motives behind the exploitation of terrorism by the influencial states in enhancing their national interests at global level. The article makes certain suggestions for Turkey in its struggle against terrorism after reasoning the logic behind foreign interjerence aiming to affect the internal and external policies ofweak states.

Uluslararası ilişkilerde terörizmin gündeme oturmasıyla birlikte, terörün uluslararası politikadaki yeri daha da tartışılır hale gelmiştir. İşte bu çalışma terörizmin genel kabul gören tanımını ve tasnifini verdikten sonra, bir ülkenin iç ve dış politikasını etkilemek için ülkelerin terörü nasıl kullandıklarını göstermeyi amaçlamaktadır. Bir çıkar aracı olarak uluslararası politikada hem devletlerin hem de çıkar çevrelerinin terörizmi kullanmaktan çekinmediği dikkate alındığında, küresel politikaların yönlendirilmesinde bir araç olarak terörizmin güçlü ülkeler tarafından daha zayıf olan ülkelere karşı niçin ve ne oranda kullandıkları detaylı bir biçimde ele alınmaktadır. Gelişmekte olan ülkelerin iç ve dış politikalarını etkilemede ciddi olarak terörizmin kullanıldığını detaylı bir biçimde gösteren bu araştırma, dış müdahaleciliğin mantığını sorguladıktan sonra, terörizme karşı Türkiye'nin politikasının ne olması gerektiği konusunda öneriler sunmaktadır.
