Abstract (2. Language):
In this study an expert system model was developed to evaluate the proficiency of military personel by using fuzzy logic theory and applications. In recent years studies about evaluating the combat effectiveness value of military units have gained importance and some studies have been made especially because of the countries which tries to form modern units. Military personels proficiency is the base for the personel potential which is one of the main components of combat effectiveness value of units and must be evaluated in a way. In the study matlab 6.0 programme is used.

Bu çalışmada, bulanık mantık kullanılarak edilerek askerî personelin göreve yönelik yeterlilik düzeyini tespit etmeyi sağlayan bir uzman sistem modeli geliştirilmiştir. Son yıllarda özellikle modern kuvvet yapıları ile etkin birlikler oluşturma gayreti içerisinde bulunan ülkeler nedeniyle birlik muharebe etkinlik değeri hesabına yönelik çalışmalar önem kazanmış ve bu alanda çeşitli çalışmalar yapılmıştır. Askerî personelin bireysel yeterlilk düzeyi de birliklerin muharebe etkinlik değerlerinin hesaplanmasındaki esas faktörlerden birisini oluşturan birlik personel potansiyeli etkinliğine ait değerin temelini oluşturmakta ve bir şekilde hesaplanması gerekmektedir. Çalışmada MATLAB 6.0 (R12) paket programı kullanılmıştır.
