Abstract (2. Language):
Performance of F-16 fighting falcon squadrons that exist in bases belonged to Turkish Air Forces is tried to keep at the highest level. But there are a lot of factors that affect this performance. During this study, both positive and negative effects of these factors are examined. The basic goal of this study is to measure relative efficiency of non profit DMUs(decision making units) having similar inputs and outputs by Data envelopment analysis (DEA). An efficient squadron is selected for an inefficient squadron and the factor values are determined according to this efficient squadron as well. By this, a squadron that is referenced by all inefficient squadron is found. It is thought that these organizations should create performance measurement systems to determine their strategies, to track time-varying effectiveness and to define operations.

Hava Kuvvetleri Komutanlığına bağlı üslerde bulunan F-16 savaş uçağı filolarının performanslarının, en yüksek seviyede tutulmasına çalışılmaktadır. Filoların performanslarını etkileyen birçok faktör bulunmaktadır. Çalışma kapsamında bu faktörlerin filolara olan olumlu ve olumsuz etkileri incelenmiştir. Araştırmanın temel amacı, Veri Zarflama Analizi yöntemi ile benzer girdi ve çıktı faktörlerine sahip karar birimlerinin göreli etkinliğinin ölçülmesidir. Etkin olmayan filolar için etkin olan sanal filo değerleri bulunmuş ve referans birimlere göre olması gereken faktör değerleri belirlenmiştir. Çalışmada organizasyonların, strateji belirleme, zamanla değişen etkinliğin izlenmesi ve operasyonel faaliyetlerin tanımlanmasında, kullanacakları performans ölçüm sistemini oluşturmaları gerektiği vurgulanmıştır.
