The purpose of this paper is to understand the nature of the relationship between organizational culture and strategy and to reveal the frame. For this purpose, the relationship between culture and organizational culture is examined and organizational culture's elements which are norms, ceremonies and values's functions are discussed. After the evaluation of this main points of organizational culture, the impact of strategy and strategic management on organizational culture and different approaches are examined. Therefore, an interaction between organizational culture and strategy which is complementary and transform each other is observed. When it is necessary to express the relationship between organizational culture and strategy, the descriptions made by Hofstede became ineluctable. Power distance, uncertainty avoidance, individualism - collectivism, masculinity - femininity cultural dimensions of the relationship between organizational culture and strategy in terms of understanding different cultures is an example of how to manifest that.

Bu gali§manin amaci orgut kulturu ve strateji arasindaki ili§kinin mahiyetini anlamak ve gergevesini ortaya koymaktir. Bu amagla kultur ve orgut kulturu arasindaki ili§ki incelenmekte, orgut kulturunun unsurlari arasinda yer alan degerler, normlar ve torenler i§levleri ele alinmaktadir. Orgut kulturunun temel noktalanni olu§turan bu konularin ardindan strateji ve stratejik yonetimin orgut kulturu uzerindeki etkileri ve farkli yakla§imlar degerlendirilmektedir. Dolayisiyla orgut kulturu ve strateji arasinda birbirini tamamlayan ve donu§turen bir etkile§imin yer aldigi gozlemlenmektedir. Orgut kulturu ve strateji arasindaki ili§kileri ifade etmek gerektiginde Hofstede'nin yaptigi tanimlamalar on plana gikmaktadir. Gug mesafesi, belirsizlikten kaginma, bireycilik - toplulukguluk, eril kultur - di§il kultur boyutlari orgut kulturu ve strateji arasindaki ili§kinin farkli kulturlerde nasil tezahur ettigini anlamak agisindan bir ornek olu§turmaktadir.
