CREATING THE SOCIAL LIFE FOR DISABILITY EMPLOYMENT AND CONSERVATION CENTER PROJECT AREA

Abstract (2. Language):
As the result of accidents, wars and different disease; movement, hearing, seeing or mental impairments there are several hundred million people in the world with permanent disabilities. Increasing the participation of disabled people, who form 10% of world population, in the economic and social life has been a concern for all of the countries. The precise number of disabled people is not known but the estimates that up to 12 % of the Turkish population have a disability. In our country there is a number of regulations aiming the improvement of employment of disabled. Requirement of employing certain number of disabled workers for employers who employs more than a certain number of workers and putting an obligation of providing training on the Institute of Employment Exploration for the disabled are the main measures that had been taken. Governments have an important role on this context. However as the problems are far from being solved, new measures must be taken on that problem. Therefore some support from the non governmental resources, organizations, municipalities are strongly needed. Public awareness regarding to this matter could be the key point.
In this study, we will introduce of about Yildirim Municipality which has a project of establishing a social activity, recreation, education, rehabilitation and employment complex which is called Community Center For Disabled Persons. This project gives a clear idea about the outlook on the handicapped of the Municipality. The aim of this project is "to improve the living quality and to raise the consciousness in society". In addition, in this article we will appraise of the public survey research of the disabled person for this project.

Bugün dünyamızda kazalar, savaşlar ve çeşitli hastalıklar sonucunda; bedensel, işitme, görme veya zihinsel zarar görmüş yüz milyonlarca özürlü kişi bulunmaktadır. Dünya nüfusunun yaklaşık %10 unu oluşturan özürlülerin ekonomik ve sosyal yaşama katılmaları tüm ülkelerde üzerinde durulan bir husustur. Kesin olmamakla birlikte Türkiye nüfusunun % 12 sinin özürlü olduğu tahmin edilmektedir.
Ülkemizde de çeşitli yasal düzenlemeler özürlülerin istihdamını sağlamaya yöneliktir. Belirli sayıda işçi çalıştıran işverenlere belirli oranlarda özürlü işçi istihdam etme zorunluluğu getirilmesi ve İş Kurumunun mesleki eğitim vermekle yükümlü tutulması, alınan önlemlerden başlıcalarıdır. Bu açıdan devlete önemli görevler düşmektedir. Ancak bu konuda çeşitli sorunlar yaşanmakta, ilave önlemlere gerek duyulmaktadır. Bu nedenle hükümet dışı kaynaklardan, organizasyonlardan, belediyelerden güçlü bir desteğe ihtiyaç bulunmaktadır. Bu meseleye kamuoyunun dikkatini çekmek sorunun çözümü olabilir.
Bu çalışmada, Yıldırım Belediyesi tarafından özürlü vatandaşların sosyal aktivitesini, dinlenmesini, eğitimini, rehabilitasyonunu ve istihdamını sağlamayı amaçlayan Sosyal Yaşam Merkezi projesinin çıkış noktası; özürlülere yönelik yapılan bir anket çalışması ile değerlendirilecektir. Toplumun bilincini yükseltmeyi ve yaşam kalitesini geliştirmeyi amaçlayan bu proje, Belediyelerin özürlüye bakış açısı hakkında da açık bir fikir vermektedir.
