Abstract (2. Language): 
There has been observed that welfare state which emerged and steadily developed in industrialized western countries have increased the general and social public expenditures and the taxes which are the basis for expenditures during the process until neo-liberal thought has become a dominant stream. During the development period, in the areas such as social security, health, education, public housing, social welfare services, and transfers, public intervention has become basic function of the state in all of the developed countries.It has been lived a boom in the share of state in the economy and public expenditures in 20th century and that boom continued until the period from the end of Second World War to the beginning of globalization (1945-1975). However, beginning from that time, as a result of Keynesian policies which was followed by modern welfare states, increasing expenditures has turn into a problem and has put the state in crisis. The causes of the crisis can be summarized mainly as high total demand and employment policies of Keynesian economy, high tax levels, generous social welfare state benefits and increased state interventions. The period which has been continuing after the second half of 1970s has witnessed some problems such as lower economic growth, higher unemployment levels, increased budget deficits, growing social security and health budgets as result of aging, as different from the expansion period of the welfare state.

Gelişmiş Batı ülkelerinde ortaya çıkan ve gittikçe gelişen refah devletlerinin, neo-liberal düşüncenin önplana geçmesine kadar olan süreç içerisinde, genel ve sosyal harcamaları ve de harcamaların kaynağını oluşturan vergileri sürekli artırdığı, yoğun bir şekilde sosyal güvenlik, sağlık, eğitim, konut, sosyal refah hizmetleri, transferler vb. gibi hizmetlere yöneldiği görülmektedir. Devletin ekonomideki payının ve artan kamu harcamalarının özellikle 20. yüzyılla birlikte patladığı, II. Dünya Savaşı sonrasından küreselleşmenin başladığı döneme kadar (1945-1975) artış gösterdiği; ancak bu tarihten sonra ise, modern refah devletlerinde izlenen keynezyen politikalar neticesinde artan harcamaların artık bir sorun haline dönüştüğü ve devleti kriz içine soktuğu ileri sürülmektedir. Krizin nedeni, kabaca yüksek toplam talep ve istihdam politikaları, yüksek vergi oranları, cömert sosyal refah devleti harcamaları ve artan devlet müdahaleleri olarak özetlenmektedir. Refah devletinin genişleme olanağı bulduğu dönemden farklı olarak, 1970'lerin sonlarından itibaren devam eden bu süreçte, daha düşük ekonomik büyüme, daha yüksek işsizlik düzeyleri, artan bütçe açıkları ve de nüfusun yaşlanmasından kaynaklanan emeklilik ve sağlık bütçelerinin büyümesi vb. sorunlarla karşılaşılmıştır.
