Industrial relations system of the People’s Republic of China has stepped into a new phase since 1980s as a result of liberalization process of the country. Former implementation of the state known as the three iron bowl; employment guarantee, social security and protection of labor for the employees have started to leave their place to regulations of market economy. Although the state remains as employer in various sectors, it also attempts to take the role of a state that is encouraged by ILO three–partite mechanism. This study aims to describe the changes occurred in the industrial relations system of China and proposes that a transformation from past corporatism structure to a more contemporary industrial relations system is seen in the industrial relations system of the country.

Çin Halk Cumhuriyeti (Çin) endüstri ilişkileri sistemi 1980 yılında ülkenin liberalleşme sürecine girmesi ile birlikte yeni bir aşamaya geçmeye başlamıştır. 1980 öncesi planlı ekonomik dönemde üç demir yemek tabağı olarak da bilinen ve çalışanlara iş garantisi, beşikten mezara sosyal güvenlik ve devletin çalışanı sürekli himayesini içeren düzenlemeleri, yerlerini piyasa ekonomisi düzenlemelerine bırakmaktadır. İşveren sıfatını halen belirli sektörlerde koruyan devlet aynı zamanda endüstri ilişkileri süreçlerinde ILO’nun önerdiği üçlü müzakere teşkilatlanması çerçevesinde ‘devlet–işçi–işveren’ oluşumunun bir ayağı olarak yerini almaya çalışmaktadır. Çalışmada Çin endüstri ilişkileri sisteminin 1980 sonrası dönemde geçirdiği değişiklikler vurgulanmakta ve liberalleşme sürecinin Çin’de endüstri ilişkileri sisteminde de köklü değişikliklere yol açtığı ve piyasa ekonomisi yapısına uygun çağdaş endüstri ilişkileri sisteminin oluşmaya başladığı fikri öne sürülmektedir.
