Bu çalışmanın amacı, siyasal meşruiyetin dünyada bugün mevcut iki şekli olan mutlakiyetçi meşruiyet ve demokratik meşruiyet arasındaki mücadelenin hızla demokratik meşruiyet lehine sonuçlanmakta olduğunu ortaya koymaktır. Bu sürecin nedenleri, faşizm deneyimi geçirmiş Batılı ülkeler, Sosyalist Blok'tan kopan ülkeler ve gelişmekte olan ülkelerin özgün durumları bağlamında belli bazı örneklerle açıklanmakta ve ilgili ülkelerde demokratik meşruiyetin ulaştığı düzey belirlenmeye çalışılmaktadır.
