In this study, the perspectives of the traditional public administration and new public management in relation to administrative discretion have been comparatively examined. In this context, the definition, importance and dimensions of discretionary power are clarified, the meaning and characteristics of discretionary power in relation to the traditional and the new approaches in public administration have been studied carefully using documentary observation method.

Bu çalışmada, geleneksel ve yeni kamu yönetiminin yönetsel takdir yetkisine karşı bakış açıları karşılaştırmalı bir biçimde incelenmiştir. Bu bağlamda, takdir yetkisinin tanımı, önemi ve boyutları açıklanmış; geleneksel ve yeni kamu yönetimi yaklaşımlarında takdir yetkisinin anlamı ve özellikleri belgesel gözlem yöntemiyle irdelenmiştir.
