Abstract (2. Language): 
The ratio of young people, which have an important role in the development of countries, constitute the highest part of Turkey’s total population. In this sense, Turkey should make an important progress in the manner of improvement. However, increasing youth unemployment rate in recent years indicates that Turkey does not provide employment for her young population. Because of the highest rate of unemployed educated young people in total unemployment, the investigation of youth unemployment has become more important. According to these reasons, in this study; development of the rates of total unemployment and youth unemployment, and development of the rates of total unemployment and youth unemployment due to educational grades are investigated between 1998 and 2007 in Turkey. The effects of tax charges on employment and the informal employment are placed in this study. The education and economical growth relationship of youth employment are investigated by using Johansen-Juselius Cointegration Tests. The study shows that the series are cointegrated, therefore there is a long term and short term relationship between the variants.

Ülkelerin gelişmesinde önemli bir rol üstlenen gençlerin toplam nüfus içindeki payı Türkiye’de fazladır. Bu anlamda Türkiye’nin gelişme yolunda önemli adımlar atıyor olması gerekir. Ancak Türkiye’nin genç nüfusuna istihdam olanağı sağlayamadığı, son yıllarda giderek artan genç işsizlik oranlarından anlaşılmaktadır. İşsizler içinde eğitimli gençlerin payı fazla olduğundan genç işsizliğinin incelenmesi ayrı bir önem arz etmektedir. Bu nedenle çalışmada, Türkiye’de toplam işsizlik ve genç işsizlik oranları ile eğitim düzeylerine göre toplam işsizlik ve genç işsizlik oranlarının, 1988-2007 yılları arasındaki değişimi incelenmektedir. İstihdam üzerindeki vergi yükleri etkisi ile kayıt dışı istihdam sorunlarına da yer verilmiştir. Genç işsizliğin, eğitim ve ekonomik büyüme ilişkisi Johansen-Juselius Eşbütünleşme Testi uygulanarak ekonometrik olarak incelenmiştir. Serilerin eşbütünleşmiş olduğu, başka bir deyişle değişkenler arasında uzun ve kısa dönemli bir ilişki bulunduğu sonucuna ulaşılmıştır.
