Abstract (2. Language):
: Europe is such as a mosaic of areas which were created according to various criteria. A part of these region
have seen in the kind of the planning region. Investment planning and implementation of national development plans
established for the purpose of this cluster is located in the region. The second part of regional governments, the state's
public services, decentralized, except in the provinces on a basis of authority to carry out wide-organized structures.
The final form of regional government is an autonomous unit of local administration. The European Parliament, 18
November 1988, endorsed the regional integration Conditions in the region, "Geographical aspects, the population of
some common features, carrying a separate unit or self-sufficient structure forming the region or regions together
have created an integrated structure" as defined and common features well, language, culture and historical traditions
that have been emphasized. In the context of this declaration, by giving some explanations about regionalism at the
conceptual level, and then the explanations of these two countries (Austria and Hungary) for their work in this area
have been discussed.

Avrupa, çeşitli ölçütlere göre oluşturulmuş bölgelerden oluşan bir mozaik gibidir. Bu bölgelerden bir
bölümünün, planlama bölgesi niteliğinde olduğu görülür. Ulusal kalkınma planlarının uygulanması ve yatırım
planlaması amacıyla kurulmuş bölgeler bu kümede bulunur. İkinci kümedeki bölgesel yönetimler, devletin kamu
hizmetlerini, özek dışında, taşrada yetki genişliği ilkesine dayanarak yürütmek üzere örgütlenmiş yapılardır. Bölgesel
yönetimin son şekli ise, özerk bir siyasal yerinden yönetim birimi niteliği taşıyanlardır. Avrupa Parlamentosu’nun, 18
Kasım 1988’de onayladığı Bölgeselleştirme Şartı’nda bölge, “Coğrafi yönden, nüfusu kimi ortak özellikler taşıyan
ayrı bir birim ya da kendine yeterli bir yapı oluşturan yöreler ya da yörelerin birlikte oluşturdukları bütüncül yapılar”
olarak tanımlanmış ve ortak özelliklerinin de, dil, kültür ve tarihsel gelenekler olduğu vurgulanmıştır. Bu bildiri
kapsamında, bölgeselleşme konusunda kavramsal düzeyde açıklamalar yapılmakta ardından söz konusu iki
ülkenin(Avusturya ve Macaristan) bu alanda yaptıkları çalışmalar ele alınmaktadır.
