Abstract (2. Language):
Kosovo is a country which is in the central location of South East Europe and
located in the middle of Balkan Peninsula. Kosovo has an important location in the
Balkans. Turkish education in Kosovo begins the conquest of these lands/this country by
Ottoman Empire in 1455 and reaches today.
It is possibletodivide Turkisheducation in Kosovointo five period saccording to its
developmental characteristics: 1- Ottomanperiod (1455-1912); 2- Jugoslavia
Kingdomperiod (1912-1945-1951); 3- New Socialist Jugosla viaperiod (1951-1999); 4- The
United Nations temporary administration and local authoritiesadministration period (1999-
2008); 5- Kosova Republica dministration period.
Inthisstudy, Turkish education in Kosovo between 1912 and 2000 is examined in
terms of administration and this program’sitems. In accordance with this purpose, the
current problems of Turkish education addressed periodically in the historical processare
discussed. This study prepared to determinet he current situation is a descriptive study. The
data of there search has been a cquired through literature review.
At theend of this research, it has emerged that not quantitative but qualitative
improvement has been made progress in Turkish education in Kosovo in the early 20th
century and these studies survived for 39 years together wit hJugoslavia Kingdom.
Beginning from the second half of 20th century, Turkish education has been restarted;
however, it has been seen that some problem sarouse in the issues such as staff, course
equipments, program, etc. as a result of the insufficiency of Kosovo sources and Turkey’s
supports.

Kosova, Güneydoğu Avrupa’nın merkezi konumunda ve Balkan yarımadasının ortasında
yer alan bir ülkedir. Kosova, Balkanlarda önemli bir konuma sahiptir. Kosova’da
Türkçe eğitim-öğretim bu toprakları/ülkeyi Osmanlı Devleti’nin 1455 yılında fethetmesiyle
başlar ve günümüze kadar devam eder.
Kosova’da Türkçe eğitim-öğretimi gelişim özelliklerine göre beş döneme ayırmak
mümkündür: 1- Osmanlı Dönemi (1455-1912); 2- Yugoslavya Krallığı Dönemi (1912 –
1945-1951); 3- Yeni Sosyalist Yugoslavya Dönemi (1951-1999); 4- BM Geçici Yönetim ve
yerel Yönetim organların Yönetimi Dönemi (1999-2008); ve 5- Kosova Cumhuriyeti Yönetimi
dönemi (2008 - ).
Bu çalışmada,1912-2000 yılları arasında Kosova’da Türkçe eğitim-öğretim yönetsel
ve programın ögeleri açısından irdelenmiştir. Bu amaç doğrultusunda dönemler halinde
ele alınan Türkçe eğitim öğretimin tarihsel süreç içerisindeki güncel sorunları tartışılmıştır.
Mevcut durumu belirlemeye yönelik olarak hazırlanan bu araştırma betimsel bir çalışmadır.
Araştırma verileri kaynak taraması yoluyla elde edilmiştir.
Araştırma sonucunda, Kosova’da Türkçe Eğitim-öğretiminde 20. Yüzyılın başlarında
niceliksel olmasa da niteliksel olarak ilerleme kaydedildiği, bu çalışmaların Yugoslavya
Krallığı ile birlikte yaklaşık 39 yıllık durduğu ortaya çıkmıştır. 20. Yüzyılın ikinci
yarısından itibaren (1951) Türkçe eğitim-öğretime tekrar başlanmış, ancak gerek Kosova
kaynaklarının gerekse Türkiye’nin desteklerinin yetersiz kalması sonucunda, kadro, ders
araç gereçleri, program v.b. gibi konularda sıkıntılar çekildiği görülmüştür.
