Abstract (2. Language):
Three fundamental university reforms have been implemented since the
Republican Period in Turkey. The first one was accepted in 1933, the second one in 1946,
and the last one in 1981. In these three periods, the matter of autonomy and democracy in
the universities was discussed in public opinion. In almost each reform movement, the
formation of upper and main units of a university and a faculty, and the duties of the units
were considered as the main criteria of democracy and autonomy in the universities. In this
study, the formation of administrative units of a university and their duties in these reform
movements were discussed in a comparative manner. While the administrators of
universities were appointed to posts in 1933 and 1981, election system was adopted in
1946. To sum up, the reform of 1933 brought on administration in which the individuals
were effective; the reform of 1946 brought an administration in which the committees were
effective; the reform of 1981 brought an administration in which the individuals within the
universities, as well as within the Higher Education Council, were affective in decision making. It is necessary for our universities to have the autonomy criteria in the universities
of developed countries. Whether or not the judgements exist in law related to the
autonomy; universities should be the institutions in which democratic common law is
applied. The concept of university autonomy should not only be perceived as administrative
autonomy, it should also be evaluated with the other dimensions of autonomy such as
financial and academic autonomy.

Türkiye’de Cumhuriyetten günümüze üç önemli üniversite reformu yapılmıştır. Bu
reformların ilki 1933, ikincisi 1946 ve üçüncüsü 1981 reformudur. Her üç dönemde de
üniversitenin demokratikliği ve özerkliği kamu oyunda tartışma konusu olmuştur. Hemen
her üç Reform hareketinde de üniversite ara-üst organları ile üniversite ve fakülte organlarının
oluşumu ve görevleri üniversitenin demokratikliği ve özerkliğinin temel kriterleri
olarak görülmüştür. Bu çalışmada belirtilen üç reform hareketinde üniversite yönetim organlarının
oluşumu ve görevleri karşılaştırmalı biçimde ele alınmıştır. 1933 ve 1981’de
üniversite yöneticileri atama yolu ile getirilirken, 1946’da seçim yolu benimsenmiştir. Özetle
söylemek gerekirse kararlarda 1933 Reformu kişilerin, 1946 Reformu kurulların, 1981
Reformu ise Yükseköğretim Kurulu yanında üniversite içinde kişilerin etkin ve ağırlıkta
olduğu bir yönetim biçimi getirmiştir. Üniversitelerimizin gelişmiş ülke üniversitelerinin
sahip olduğu özerklik kriterlerine sahip olması gerekmektedir. Yasalarda özerklikle ilgili
hükümler bulunsa da bulunmasa da üniversiteler demokratik teamüllerin uygulandığı kurumlar
olmalıdır. Üniversite özerkliği kavramı sadece yönetsel özerklik olarak algılanmamalı,
özerkliğin diğer boyutları olan mali ve akademik özerklik ile birlikte değerlendirilmelidir.
