An Assessment of the Competitiveness of the Social Market Economy in Today’s Conditions

Abstract (2. Language):
It is accepted that the social market economy pursued in Germany after World
War II is a successful model of economic policy. However, the unification of East
and West Germany, the change of the population structure, the globalization process and the increase in unemployment as well as the recent economic crisis
lead to a discussion of the international competitiveness and the success of the
social market economy. The purpose of this study is to make a general assessment of the social market economy and to determine the challenges to this concept within the context of the globalization process. The social market economy
combines the “competitiveness of the market” with “social allocation”. In order to
achieve “social security” and “social justice” social transfers are transmitted from
the government budget to various parts of the society. These transfers help the
market economy to perform in a smooth way particularly in periods of economic
crisis. To cope with the problems mentioned above, the government should concentrate on policies aiming at justice in the social allocation and a sound fiscal
policy in the long run instead of pursuing short-run measurements influencing the
state budget negatively

2. Dünya Savaşi sonrasindan itibaren Almanya’da uygulanan sosyal piyasa ekonomisi başarili bir iktisat politikasi modeli olarak değerlendirilmektedir. Ancak,
özellikle iki Almanya’nin birleşmesi, nüfus yapisindaki değişim, globalleşme sü-
reci ve işsizlik oranlarindaki artiş ile günümüzde yaşanan küresel ekonomik kriz,
ülkenin uluslararasi düzeyde rekabet edebilirliğini ve sosyal piyasa ekonomisinin
başarisini tartişilir hale getirmiştir. Çalişmanin amaci, sosyal piyasa ekonomisinin genel bir değerlendirmesini yapmak ve modelin küreselleşme süreciyle birlikte yaşadiği sorunlari tespit etmektir. Sosyal piyasa ekonomisi ‘piyasada rekabet’
ve ‘sosyal bölüşüm’ kavramlarini birlikte ele almaktadir. Böylece, ‘sosyal güvenlik’ ve ‘sosyal adalet’ gibi gerekçelerle devlet bütçesinden farkli toplum kesimlerine sosyal transferler yapilmaktadir. Bu tür transferler özellikle kriz dönemlerinde piyasa ekonomisinin pürüzsüz sürdürülebilmesine yardimci olmaktadir. Kar-
şilaşilan sorunlari ortadan kaldirmak için devlet bütçesini olumsuz yönde etkileyen kisa vadeli geçici tedbirler uygulamak yerine (örneğin, finans sektörüne aktarilan yüz milyarlarca dolar), toplumsal bölüşümde adaleti önceleyen, uzun vadeli ve sağlikli finansman politikalarina odaklanilmalidir.
