Abstract (2. Language):
The unemployment is a very serious economic problem in Turkey. Actually the employment situation in Turkey differs from the other countries on a large scale. The labor force is more agrarian and there is a considerable population movement to the urban areas. On the other hand, during the last W years there has been a significant economic stagnation in Turkey for some years. In general the decade of the 1990's in Turkey is characterized by liberation of the markets that opened a wide range possibilities bringing noticeable benefits for whole economy; but also the globalization increased the risk of the external shocks that in 1990's negatively affected the Turkish economy several times.
The new government's (which was elected on November 3 in 2002) unemployment policy depends on high growth rates. By the perspective of new government, the unemployment problem is a result of reducing of the growth rates and so, to solve the problem, the economy needs continually growth at a high rate. The question is that the new government's employment strategy is enough to solve unemployment problem. The aim of this paper is to review the global unemployment tendencies, to analyze the character of employment and national employment policy of Turkey.

İşsizlik sorununun özellikle son üç yılda yaşanan ekonomik krizlere bağlı olarak ülkemizde de önemli bir gündem maddesi haline geldiği görülmektedir. Veriler kentsel işsizlik oranlarının %15 'e ulaştığını göstermektedir.
İşsizlik sorununun büyüklüğüne rağmen yeni hükümetin önceki hükümetlere benzer şekilde işsizliğe bir büyüme sorunu olarak baktığı görülmektedir. Esasen işgücü piyasasını düzenlemeye dönük girişimlere rağmen istihdamı merkez alan
uygulamaların yetersizliği ülkemizde gelecekte de işsizlik sorununun en önemli gündem maddesi olarak varlığını koruyacağını göstermektedir. Bu makalenin amacı global işsizlik eğilimlerini değerlendirmek, Türkiye 'de işsizliğin karakterini ve ulusal istihdam politikasını analiz etmektir.
